Shard Collector can be triggered very early in the game, and can be completed at any level. However, the area it takes you to, the Forbidden Oasis, has enemies that can reach Level 12, so you won't want to wander too far out of camp. This quest has two triggering requirements. To find a shard, you must first locate a glowing skull anywhere in the area. The skulls are marked on your map, and they're called Ocularums.
