Journey west from the East Akkala stable defensins find the Spring of Power area. The shrine is only available after you clear a shrine quest called The Spring of Power. Once you clear that quest, you will be able to access the shrine from the northeast side of the Botw spring of power of Power.

Breath of the Wild. Speak with Nobo at East Akkala Stable. At the East Akkala Stable , Link can speak with Nobo , who is sitting out by the Campfire , or inside by the table when it is raining. If it's not Link's first encounter with the dragon, striking Dinraal anywhere in the body other than his horn, face, or claws, it will drop a scale. At the Spring of Power, drop Dinraal's Scale as an offering. This will open the gate behind the statue, revealing the Tutsuwa Nima Shrine and completing the quest. Link can then open the chest to get a Flamespear.
