Maybe it is a coincidence but if it is intentional it needs changing because it seems like most people understandably don't want to trail through the mass of elites in the War Creche to get to the warden and then we're all just waiting around for the next rare for ages.

Keep in mind that the War Creche is littered with elite mobs standing guard throughout its many corridors, so you may want to bring a few friends with you or find a group in the group finder to make the experience smoother.
