They were kind of always meant to be gnomes. If they were dwarves then that would be due to some late changes to not reference gnomes. When did it actually change? Notably, I would say this is something the new classic games team did not change. You do realize the flying machines were flown by gnomes in Warcraft 2, right? This might be a callback to that.
