The real situation is, that Velox requires a lot more user progression than MR 8 in order to attain without platinum, yet it has arguably the worst secondary scaling for the MR bracket. The higher than normal ammo efficiency is offset by the fire rate. The accuracy is offset by the extremely shaky recoil. The special effect while "new" provides nothing in performance of the weapon, since the bottom line is that emptying a clip in order to have normal reload time is really bad idea if you are new and aspiring player.
