Edward James "Droopy" Salvador, 41, a gang-affiliated ex-felon, imported thousands of fentanyl tablets from California, where he was previously incarcerated, to be sold in central Washington. Prosecutors said he also imported 15 to 20 pounds of meth several times a month, moving the drugs through associates in Chelan and Grant counties. He entered a plea in U. District Court in Spokane in September to conspiracy to deliver grams or more of methamphetamine and grams or more of fentanyl. Court records show Salvador has a range of prior convictions for assault, obstruction, identity theft, eluding police and drug trafficking. Prosecutors said he organized his drug operation in central Washington "by involving gang affiliations, firearms, and acts of violence. Salvador spread a staggering amount of illegal narcotics into our communities, including by distributing as much as 20, fentanyl pills to his network of drug traffickers every couple weeks," said Vanessa Waldref, U. Attorney for the Eastern District of Washington. Salvador also attempted to set up an operation to manufacture large quantities of methamphetamine in the Moses Lake area. Salvador was one of 12 people indicted as part of the same drug distribution scheme, most of whom are still awaiting trial in U.
