In his youth, it is known that Hatt was a boy scout and at one point had chicken pox. When he was a young man, every year on his birthday, he would ride around in his special carriage the fat controller by Edward. A man who appears in almost every single story, with dialogue but who very rarely gets a spotlight, a man without whom the entire railway and the engines would not exist. We all know his name, take it away kids. Despite his plump rather silly image, the Fat Controller is the definition of serious. A very disciplined man with a very high moral code, known for getting firm and strict with his engines when they act out, but also praises them when they are heroes and does his best to protect them from harm. An intelligent man, who knows far more than the engines ever will, who knows how to utilise the rules in an honest, fair but surprising way.

When the standard gauge railways of the Island were merged into the North Western Railway in , Topham Hatt was called upon for his engineering skill. He constructed a bridge to link Sodor with the Mainland , as well as a number of branch lines and improvements to locomotive facilities. He was immediately made a Director of the railway. In light of this, Topham's family unit can be seen as an alliance of several of the most prominent families in Sodor.
