I hit someone, or steal from them, or both, then I get Hired Thugs after me. I kill them, and sometimes whoever sent them. Why is this? Well if someone stole from you and beat you up and you sent 3 heavily armoured guys after him to beat him up and the criminal then comes back after having killed the 3 heavily armoured thugs then proceeds to beat you or steal from you again you might possibly think sending another 3 after him is not going to go well. Only ever seen the assassin once on each character in the old version but not sure in new one so don't know on that front. Bounty hunters come after you from time to time as long as you have a high bounty IRC. Because assassins are expensive. You can't just keep hiring them. My concern with hired thugs lies elsewhere.

I was never caught stealing and have never even had a bounty on me, so how the hell could someone send thugs after me?

Anyone can hire thugs— merchants , townsfolk, Jarls , town guards who will sign the contract with " Whiterun Guard ," for example and even children or dogs Garmr. In addition to children and dogs, Paarthurnax may send hired thugs after the Dragonborn should they steal from the Greybeards. It is also possible for Forsworn Briarhearts and bandits to send hired thugs if items are pickpocketed from them; the contract in these cases will be signed with the generic character's name. If the person who took out the contract is dead, the thugs will still appear. A hired thug may put out a contract if they have been successfully pickpocketed.
