Technically, neither, but the the latter is a bit more correct. It doubles the entire Attack stat, not just the base stat. Two things to note: 1. Put all of those into a simple algebraic formula, and you have the stat[1]. Pure Power doubles this value, so it's not exactly the same as just doubling the base stat.

This is Balanced Hackmons without any bans. The concept of this metagame leans towards Anything Goes, but things are taken into a more literal perspective. Since Pure Hackmons allows players to use anything to their heart's content, how items and abilities work in this metagame is extremely different from any other metagame. This is due to the precedence certain abilities have over all other abilities. Less often than in other metagames would players need to carry power-boosting or stat-boosting items such as Life Orb and Choice Band or recovery items such as Leftovers. Most abilities match or surpass the effectiveness of items. The items players should expect to use the most are ones made to weaken the effects of moves or abilities.
