Just take the totems off the chest and make them into a cloak. Most weapons and shields clip horribly with the Highmountain heritage totems. Thus I agree with the OP. The Highmountain heritage Totem should work the same way as the regular tauren Totem does and simply hide any weapons and shields that sheathe on the back.
