The Grineer Queens being of Orokin origins means nothing.
All Grineer are genetically engineered at "birth" to display and feel absolute loyalty to the Queens. The Elder Queen is the main driving force between the two queens, representing a forceful and violent nature. While her body is Grineer, her consciousness is actually that of an Orokin , who has transferred their consciousness into countless bodies through a method known as Continuity. In The War Within where she is introduced, she attempts to lure in the Operator in order to invade their mind and transfer their consciousness from her diseased, mangled, and aged Grineer body into one free of disease and age. Commanding the Kuva Scepter , she holds complete control over Dax Teshin , an Orokin soldier engineered to never defy the wielder of the scepter.

They are the supreme rulers of the Grineer Empire and former Orokin nobles who survived the end of the Old War, thanks to the Grineer slaves starting to worship them and uniting under their rule. All Grineer are genetically coded to be completely loyal to them and them alone. Those that are not are labelled as defective traitors, hunted down and executed. While the Queens may have been born as identical twins, they have since shed their original bodies and transferred themselves into bodies made by their Grineer servants, each having a unique appearance. Both have had several mechanical implants, typical for the Grineer, and their bodies below their waist are slug or snake-like. The Elder Queen has a predominantly red and black color scheme and more regal-looking clothing than her sister. She has a mechanical right hand with which she holds the Kuva Scepter and also wears a pointed tall hat that gives the impression of a hood. The Worm Queen meanwhile has a white and grey color scheme and significantly more augmented than her sister. Both of her arms and eyes are mechanical and her noseless face resembles a Grineer mask.
When the Old War ended and the Orokin Empire started to fall apart after the Slaughter at Terminus, the Grineer slaves took the opportunity to rebel and break free of their oppression, grineer queens.

The Grineer is one of the major Factions of the Origin System. They are the first enemies encountered by newly reawakened Tenno. As the products of ancient, half-remembered Orokin technology, Grineer are produced rather than born, and in industrial quantities along with their weapons and equipment. Each one is genetically defective to some degree, their genome both originally stunted by their creators, and further damaged by the invasive cloning procedures they themselves have been using to birth each generation in the centuries after the fall of the Orokin. As a result, they have a life cycle that is limited to only a fraction of a normal human lifespan and are prone to a host of degenerative disorders such as decaying limbs and skin or wildly varying levels of intelligence and sapience. However, the genetic defects have often undone the original genetic conditioning, allowing more human-like behaviors, ranging from lack of absolute loyalty to the Queens, to developing a sense of dignity [3]. They compensate for this by the widespread use of crude cybernetic prosthetics and robust augmentations.

The Prime weapons that come out in each Prime Access were made before the Grineer even became a faction all their own. On another note, from a lore stand point the Grineer absolutely dispose the ORokin and everything that is Orokin, so it would be strange for them to have reverse engineered Orokin weapons into their more primitive versions and as such, odd for there to be primed versions. They're body steal to stay alive, so genetically, they are no longer Orokin, as far as we can tell since De hasn't expanded on how that whole thing works. But that would be cool too. So there may be prime weapons with a strong functional similarity to some grineer guns, although probably named differently.
