She initially dismisses him as a weak hero but later sees the kind of power Saitama is capable of and this is when her attitude towards him changes to the point she forces him to join her group. As the leader of the Blizzard group, Fubuki shows great leader energy and takes it upon herself to recruit potential heroes for her group, she also inspires her members and in return, they are loyal to her.
