Football manager 2017 steam is currently in offline mode

Has the ability to play fm been taken away from offline mode now? I'm in a service outage and tried to launch fm18 from offline mode thinking that, at worst my cloud saves won't be there. When I launch I get a small box telling me for a first launch go into online mode though. Why is that? I've had this a few times when on my laptop and my partner is playing a game from my library. It's Steam's way of checking that you are allowed to access the game. Which is fair, except for my wife can't use my library network outage affects her too but I can play cities skylines and Game Dev Tycoon offline right now. I think it varies in when you're asked, possibly based on when they were last played especially if you haven't played them in offline mode in a while but I think it can also vary game to game. Might be worth checking the Steam forums to see what's being said there. Yeah I have seen it's devubo or something like that. Looks like each game has a token that sets how often you need to be online for it to launch.

My internet is down at the moment and when I try to start FM18 in offline Mode it says that I have to start in online mode 1st. I have used online mode every time I have started game until now, And as recently as yesterday. Please note that I don't need to activactivate or download the game or anything like that. I have had the game from day 1 and just trying to start it without access to internet. Select Steam in the upper left corner, 'Go Online', connect to the internet and follow the instructions.
