I actually think it does relate to burning or an intense heat in some way, but not exactly fire or flamecharm. Chaser's full title is "Chaser, scholar of burning blood", and the only other possible definition of flare would be to expand, which wouldn't make sense considering blood doesn't expand or anything or make sense with his title. This means it is either meant in a metaphorical way or it means he raises the temperature to make the blood he uses work as a twisted weapon. If it's metaphorical, I think it could mean burning in a cold, evil manner like hell fire because you're literally desecrating other's bodies and using their blood in a horrifying way of making powerful attacks, which makes sense with how the ministry is very cult-like and cults can often be satanic or use fire or burning as a way of symbolizing their cruelty. Though I think it's more of literally just raising the temperature of his blood to burn due to him doing a lot of damage with blood and the fact that Chaser Eruption looks very similar to fire eruption. Though it is probably not related to flamecharm in any way but more of the ability to move around blood and affect it's aspects, given how he can make it turn a hard solid to strike you three times with in quick succession or be a flexible liquid that's impossible to block and must be dodged to grab people with, and he boils the blood to make it deal physical harm, giving him the name "scholar of burning blood" because he boils others blood and uses it as a weapon, which he supposedly learned from the 2nd ministry prophet. True, but that meaning doesn't really relate to burning at all, which is the point I made on why I don't think it means to flare up or expand. The weapon itself is separate from chaser, so it could be either using the same word too much with it commonly meaning different things or just be some weird thing we don't know about yet due to not knowing anything about using blood as a weapon yet due to not knowing much about the second ministry prophet yet.
