Discord's obviously not a background character, he still appears in episodes and is even one of the main characters of those episodes sometimes, just because he often doesn't show up in the two-parter's doesn't relegate him to "Background" status. When Discord does appear in a two-parter or epic adventure episode, you have to find a reason why he can't just snap the villain away, or drown them in Orange Soda or whatever.

During the events of Season 9, in a misguided attempt to prepare Twilight Sparkle for the role of Equestria's ruler, he temporarily assumed the form of Grogar , an ancient ram sorcerer who ruled Equestria in the distant past, and assembled a team of the most dangerous villains in Equestria as their oppressive and deceiful leader, consisting of Tirek along with Queen Chrysalis and Cozy Glow , in order to set them against the Mane 6 in a fake final battle.
