It's possible to do 2 headshots in a row and not get a kill. With tick way less bullets would get 'lost'. So if you shoot the head, the ennemy will die like he's supposed to.

Your question makes 0 sense and almost looks like a scamming attempt in the making. The worst thing Steam can do is ban you from the community, the so called "community ban". The only thing you can't do is participate in the community. What you can do though is contact Steam support. You're even given a much directer way to contact them directly through the ban message.

I think less than 15 minutes after that i got a Steam Community Permanent Ban message: I lost all access to my friends, forum posting, etc I was just sitting at my computer and a dialog popped up from my Steam client that told me I have been permanently banned from the steam community.
