They are only available if the character's faith has a head of faith but the title is currently destroyed. The following decisions are only available to rulers who have completed a legend. None of them have any cost but they can only be used again if another legend is completed. Cultures with certain traditions have access to decisions that allows them to gain a courtier with a specific trait. All recruit specialist decisions cost Prestige and a scaled amount of Gold.
