While the encounter probably seems impossible on your first attempt, follow our guide for build strategies to take it down. It's actually cleverly telegraphed earlier in the mission: the mercenary you fight just before Balteus is wielding a pulse gun himself. The shotgun always fires in groups of three, with two shots back-to-back followed by a third shot after a short delay.
