I ended up figuring out how to get them to work, for whatever reason they work when placed at foot level if it is on dirt or any other natural terrain, only when the wire runs over blocks does it fail to work, by simply changing the type of block it runs over from a full cube to a half cube slab it now works at foot level, apparently that extra half block of space below the wire is what is needed.
