He didn't know about Goku's, Vegeta's, or Gohan's. You have used a statement that is being misinterpreted and some made up scaling. I guess you didn't realize that meant the forms didn't exist in the movie, because if they did it meant Goku and Vegeta illogically held back, regardless how strong their SSB forms were compared to previous arcs.
